Please help! How can I tell if my birds' toys are lead free?

free leads
deva s asked:

Are there any particular brands to avoid or any particular brands that guarantee to be lead free?

I bought a bunch of budgie/parakeet toys the other day, and don't know how to tell if they have lead or if they are safe.
My parakeets like to chew on the chains that hang down too. And some of the toys that have beads and blocks on them have a strip of metal running through them.
If it's not lead, is steel safe for birds?
